Transit Visa for any Eu country

Hi
i Need information for my friend who is working for relief work organzation and they are sending him to Haiti but today he was traviling via spain and they asked him for transit visa even though he was just staying for 2 hour.he have HSMP visa and Pakistan pp holder.he is goin for emgency work so he dont have time to apply for transit so is ther any country who dnt ask transit visa on pakistan pasport?or any other easy way ?

He got appointment from spain embasy for monday but spain visa center replied in our email response that contact consulate.any suggastion.

He needs spanish visa. Get an appointment with spanish consulate and bring all the documents required by them ( see below ). Visa WILL NOT BE ISSUED on the same day, in case of Pakistani passport ( and some other nations, pls check link below ) consulate may takes 4 to 6 weeks as application processing time.

TRANSIT VISA:

Passport valid with one full blank page to affix the visa.
Completed and signed visa application form.
One passport colour photograph.
UK Residency / Immigration Status.
Guarantee of admission in the country of destination (visa, if required)

Airport transit:

Closed flight tickets.
Overseas medical insurance.
