Dependent visa - AIT form 2 query

Hello friends,
My wife's tier 1 dependent visa has been rejected and now i plan to apply for appeal. I have to fill AIT Form 2 provided along with the refusal notice. I am confused about following questions in the form:
1)" If you want an oral hearing, who will be present? "

- Does this hearing happen only in UK ? And somebody in UK has to be present for hearing ?
- If it happens in country of application (INDIA), can we choose self as representative at the oral hearing ? Are there chances of having oral hearing date faster than paper hearing ?

2) " Type of Decision "
