Visa extension not yet arrived but course is about to start

My girlfriend has applied within the UK for a Tier 4 visa to stay and study English.

Her course is due to start on Monday next week (15th Feb), but she still hasn't had a reply.

The language college where she applied say that they have to report her to the UKBA if she doesn't start on Monday. What does this mean? Will this be a black mark against her name?

What is her current visa status?

She has a Propsective Student Visa that runs out in March

was she issued a CAS? when applying for extension?

No, she applied in December and so she was issued with a visa letter.
