His work permit was valid for 48 months from 6th Feb 06. Expired on 6th Feb 10.

However visa still valid, his visa was for 60 months. Is he still allowed to work, even though work permit expired? Visa's still valid. If not what steps does he need to take next.

No.

Needs to get a new licenced sponsor or switch to Tier 1 if he qualifies. If nothing sorted he need to leave with 28 days of WP expiry.
