Funds required after 22nd Feb 2010

Can anyone tell me the LINK in the UKBA website that explains the required funds for an extension of Tier 4 visa after 22nd Feb 2010? I've looked for it but I could not find. Only I've found is about the period required which is as below.

I've read somewhere in this forum that a student need to show £7,200 (£800x9months) as maintenance fund plus unpaid tution fees from Feb 2010 onwards. Does it also apply to the student who has an estabilished presence studying in the UK applying for a Tier 4 visa?

To clarify the situation in consideration, I will list the points;
Applying a Tier 4 visa due to the expiry of a Student visa.
Had been studying for more than 6 months and the previous course finished in the last 4 months.
The course starting will be more than 6 but less than 12 months long.
Appying within the UK.

I look forward to any information regarding the link.

Hi.
Can anyone tell me the meaning of the page 20 paragraph 103 of the link below?

My concern is the sentence of,
"A student (including Post-graduate Doctors and Sabbatical Officers) has an established presence studying in the United Kingdom if he/she was last given permission to stay under Tier 4, as a student, or as a Post-graduate Doctor or Dentist".

Does that mean if your last permission to stay was a "Student" visa, which was replaced to Tier 4, you are not qualified for a reduced maintenance fund?

My visa is running out within a week so urgent response would really be appreciated.
