Holding L1 Blanket applying for Tier1 from US

Hi,

I am posting this question on behalf of my friend.

He came to US 4 months back (2-Nov-2009) through L1 visa and now wants to apply for Tier 1. Is there any rule/restriction regarding how many months he needs to spend in US before he can apply for Tier 1. Anybody faced same situation.

I dont think there are ay rules/restrictions except that he should have valid Visa (residence permit) to work and stay in that country from where he is applying..
