Marriage to an Assylum Seeker

Hi All, I am asking this question on behlaf of a student...

As the heading says, Can a student marry her boy friend who's in the UK as an assylum seeker (AS)?

The AS has been here for the past 10 years with no decision made on his case. His records are available in HO and he frequently signs a register and attend courts on his case hearing.

My question is, can this marriage take place in the UK legitimately? Please help...
