£20 Penalty Fare

My husband was asked to pay a penalty fare of £20 for not having tickets to the correct station while travelling by train.
Since he had a valid ticket, he appealed to the 'Independent Penalty Fares & Appeals Service' with the required evidence and was successful in the appeal.

Is the penalty considered as an offence?

Is this something that he would have to declare in the application when he makes his next application for visa?

Appeal allowed => no crime & no conviction; you have a clean record.
