About 3 March Rule?

Hello dear fellows, I need to ask you people that after 3 March's new rule of English language.

I have Done BBA Hons. 4 year degree with letter from uni stating thier official medium of instruction is English.. so can I use that one instead of any other proof?

new rules won't effect you. as this is only for those who are coming to study ENGLISH LANGUAGE!
