Could someone knowledgeable please explain why this doesn't add up?

The first link shows that, for example, the processing fees for form AN is £720 from 6th April 2009 until 6th April 2010.
The second link shows a comparison between fees in 2009 and 2010, where form AN (naturalisation of one person) was proposed to go from £640 to £655.
And the third link shows the new fees for AN, to be implemented on 6th April this year, as £655.
At the bottom it says that the fee includes a contribution of £50 per person to the migration impacts fund. Even if they had made a mistake and meant that the £50 should be added to the mentioned fees, the fees for 2009 still wouldn't add up to £720.
So what on earth is going on here? Can someone explain, please?
