Tier 2 Dependant - study and work at the same time?

Hi,

I am in UK under Tier 2. My partner is also here with me as a Tier 2 Dependant.

My partner wants to study and do Masters and also work to cover the expenses incurred for the study.

Here are a few questions we have:
1. Is this allowed? Work and Study at the same time.
2. Will my partner be considered as an international student or a local one (huge fee difference)?
3. Is this all possible without changing the VISA status?

Can anyone with information or knowledge please answer my questions? Any reply is greatly appreciated.
