is it possible to apply new Tier-1 application outside India

Hi,

I am Indian national, currently in US from last 18 months working on work permit. Because of some personal reasons, i need to relocate to Europe.

Can i apply Tier-1 application while i am in US in UK VFS office or embassy here in US or do i need to go back to India to apply the same.

I tired searching this information, but i was not able to find the same.

Can some one please redirect me somewhere to find this information.
