Funds and budget for the first months

I am a bit confused about this:
Is it required to prove our funds and to present a one year bugdet/expenses in the HSMP application?
Or we have to prove our funds when applying for the EC?

1). Just prove predicted income and expenditure at application stage.

2). show funds at EC stage

All the information is on the forum - just need to do a bit of leg work
