2nd Application after the 1st one being rejected

The online application form has the question "have you appealed for the previous rejection."

What should be my answer? yes or no?
I have applied from US last time and I applied for an administrative review against the rejection last time. Should that be considered as an appeal?

Any guidance on this pls...

you should answer yes...and provide a reference of the admin review you raised in the previous application...better yet include a copy of the previous admin review outcome.
