Fees related query

Dear All,

Do they charge the fee as soon as they receive the application or they enqueue the application and charge the fee after 3 months ( when the turn comes) ?
If there is an error and fee is not charged (e.g Credit Card transaction is declined) then what happens? Do they send the application back or they ask for correct payment ?

Actually I am paying thru Credit Card thats why I am asking this question.

Credit card will be charged in couple of days after the receipt of application. Sometimes within a week(the max), depends on the rush in application.

If declined, they will return the application pack.
