Applying for Tier 1 from UK

Hi,
I am currently in UK on a Tier 2 (intra company) work permit. Can I apply for a Tier 1 HSMP in UK? Do the laws allow me to apply for the Tier 1 HSMP work permit in UK, while on a Tier 2 intra company transfer visa.

As I mentioned before, I am in UK on a Tier 2 (Intra Company transfer) visa. I had a few more questions

1. What is the maintenance funds I need to maintain in my account for a period of 90 days - 800 GBP or 2700 GBP? Do these depend on the time I have spent in UK which is only 2 months.

2. This question is regarding the proof of my previous earnings. Will it be better to show payslips or company's compensation package. For giving payslips, if I am taking an appointment in person on say 3rd July 2010, do I necessarily require my payslip for the month of June, or the payslip till the month of May is fine.

3. In the UKBA website, it also talks about Identity Card for Foreign Nationals. Does it apply for me also. Since I am on a Tier 2, I don't have it. Is it required for me to apply.
