1) As far as I know you should be able to apply in Toronto. They will give you the number right away, but will mail the card to your address in Saskatoon. But verify that with Service Canada.
2) Not sure, I think they need to apply for the card themselves, but again not sure, ask Service Canada. They can also apply for the social insurance in Montreal. Keep in mind that once you all land, you will all become PR, and therefore the issue of primary applicant is not relevant. Your daughters will be PR on landing and have full rights as PR. Therefore, you being a primary applicant is no longer relevant for them. They don't need you to apply for Social Insurance for them, they can do it themselves.
