It will be of level 1 I think, same level of english as is required by many pbs categories already. No one has an idea how they plan to implement it. It maybe that people who already have qualifications will be treated as having met the requirement and people who do not have certain qualifications will need to take a certain course/test.

We will have to wait until UKBA makes further announcements.
