do i realy need Family Permit?

I have been in the UK about 8 years. I have married to EEA last year who has been here 4 years and registered and lab lab lab. While I am not European. Now as UK Border Agency issued for me a ''Residence Card of a Family Member of an EEA National'' I can travel and work. according to the explanation on UK Border Agency: ’ An EEA family permit is a form of entry clearance that we give free of charge so that members of your family who are not EEA nationals can travel with you or join you in the UK.’ As you see they have written ‘not EEA national’
we have planned to go to Turkey (I am not Turkish) for holiday UK Border Agency told me that you need Family Permit in order to be allowed to come back in the UK!!!
This is the first time I am going out of UK in last 8 years besides I live and work here so
Question 1: do I really need this permit?
Question 2: if I fill this form by printing from UKBA’s website, do I need to stamp or should be signed by whomever or wherever.
