New English language requirement for partners wrote:From autumn 2010, any migrant who wants to enter or remain in the UK as the partner of a British citizen or a person settled here will need to show that they can speak and understand English.
Neither are you a British citizen nor someone who has settled status, so will your dependent be subject to these conditions?

Dear,

Settled means,

live in any country without obligation of any visa. as we are in our back home countries. no need of any permission required during your stay

Tier 1 is class of Visa, where you need permission to stay.

Settled status
You are normally resident in the United Kingdom with no immigration restriction on the length of your stay. To be free of immigration restriction you must have the right of abode or indefinite leave to enter or remain in the United Kingdom.

Tier 1 visa holder does not have settled status

As already mentioned above, the test is for partners of any migrant who wants to enter or remain in the UK as the partner of a British citizen or a person settled here. You are neither a British citizen or a migrant with settled status. Hence, the test is not for your partner. (According to the rules in place as on date)
