Visitor Visa rejection, what next?

Hi
Am looking for some advice please
Heres my situation...

Im a uk citizen (born here)
My girlfriend is Russian
We met 2 years ago and have flown back and forth for 2 years Oct07-Sept09.
She studied in the uk for 6months on a student visa and we lived together, Sept09-Mar10
She went home to Russia and has been working since Mar10
She applied for a 6month visitor visa a few weeks back to come July10-Jan11
This was rejected on grounds that they thought she wouldnt leave after 6months and that as she has is applying for another 6months, she wouldve been here 12 months out of 16months, so she is practically living here!

Should we apply for a shorter time? thinking of 3 months.
Should we use an agency who could get her in?Any advice much appreciated!!

I think there's no chance of a visit visa now, time to think of something more permanent, fiancee or spouse.

Wait a bit longer before reapplying. Similar to US visitors, she should show strong ties to Russia. Taking six months off work probably didn't help with a visitor visa application.
