Maintenance funds reconsideration

I applied for tier 1 on 24 June 2010, and my application has been refused only because of maintenance funds on 27 July 2010,

I want to ask for a review under these rules:

In the documents it says:
28. The applicant does not need to contact the post which considered their application, as it will be assessed on the policy set out in paragraphs 24-26.

So shouldnt i contact the post which considered my application, or is it up to me?
