I am on Tier 1 ,

what benifits a new bourn baby gets while if he/she takes birth in UK .

You mean ,No govt facilities as Child of a UK citizen gets ?

Yes, you can't claim for it...that is one of the meanings of "No recourse to public funds". I have found some people who claim for clild benefits and got it even when they were on Tier 1 but they are now facing problem for ILR. So do not claim anything more than what main applicant is receiving (which I guess is NHS health care).

what about nursary education grant for 15 hours , which is paid by local authority? is it public fund or not?
