IELTS requirement for Tier 1 general dependent

Hi Guys,

Can anyone please let me know if IELTS is needed for Tier 1 general visa for dependent, I haven’t seen anything on UKBA or UKvisa website but people I consulted are saying that it is now mandatory to give IELTS test for dependent visa. Can anyone please confirm this

Also if someone kind enough can send me the cover letter for the application, I will be thankful to him.

it will mandatory for dependents partner are british citizen or settled in UK(mean Permanent residence) not for any other category. And FYI this rule still wait for implement in future, not implemented yet.
