Spouse visa and ilr

hi there. my sister in laws spouse visa was granted on 6th feb 2009, she didn't enter the uk 24th april 2009. She is due to apply for ilr in 2011, however her visa runs out in feb 2011 and she would have not completed a whole two years, can we still apply for ilr or would we have to apply for an extension.

She can apply by post (not in person) before the expiry date shown on the visa and the application will be held on file until the due application date (which would be 28 days before the 2nd anniversary of her entry date).
This is a UKBA concession due to the fact that spouse visas are now issued for 27 months not as 24 as previously.
