Dependant visa for baby born in UK -application query

Dear friends,

Am on T1 Gen,going to apply dependant visa for my baby born in UK,this week,couple of queries about application form,

1) F. Biometric Residence Permits - Hope I need not fill this part ?

2) In SECTION 6- SUMMRAY SHEET - Police registration certificates - Is it mandatory to register with police ? , please clarify.
