UK multiple entry visa on expired passport

My sister is refugee in Holland and she has a 2 years multiple entry UK visitors visa stamped on her old travel document. She already visited in the UK 4 times using the old passport before it expired.

Can she travel to the UK with her new travel document and the expired travel document with the visa to the UK on it.

By the way I have contacted the UK Immigration Department today but they coulld not answer the question. What a waste of telephone bill.

The first link you mentioned above was the answer I was expected to be given by the Immigration Officer which I spoke to.

'This is not normally necessary and will attract a fee. Instead you should travel with both passports which should be shown to an Immigration Officer on arrival in the UK. Otherwise you should complete a Transfer visa application form and pay the specified transfer fee.'
