the one you qouted applies to all with ILR (settled in other words)...have been issued with indefinite leave already?
Quoting 1st sentence...
From 29 November 2010, any migrant who wants to enter or remain in the UK as the partner of
a British citizen or a
person settled here will need to show that they can speak and understand English.
end of quote.
This is the
link if you have no ILR yet.

Thanks Vinny et al..
Just a quick query here.. When I did my Tier1 PBS, i changed it within the UK. Hence the visa is printed as resident permit, rather than a work permit or Tier1 entry clearance etc..
I'm not sure how a "resident permit" is interpreted by HO. Hope they apply the same rules of PBS, in case of spouse english requirements?

The rules will be the same. As long as your stamp does not say ILR, it means you are temporary resident so your spouse does not need the test.
