Economically Active for ILR

Hi All,
My wife is due to ILR in March 2011. Currently she is in Tier 1 visa, her contract is expiring in December 2010 after that she does not want to work for sometime. If she goes for new contract, it will be long term commitment.

In ILR application there is a term 'Economically Active'. I have 2 queries

Does she needs to be in Job while applying?
If yes, then if she opens a company for freelancing purpose, how much she needs to show income from the company to fulfil 'Economically Active' term? till December 2010 she will have already earn around £24k from her job.
