ELR Enter to Leave to Remain

Hi Guys,

I am asking this question behalf of my friend,Who came to join his parents(Parent and other siblings are Naturelised British citizens) Few Years Back at His Early 30's He was granted with ELR ,even this ELR was granted after many years of struggle,Now my Friend as Woman with Twin Children,Now they have come to the UK under Fiance Visa and Children as dependants they are just 2Years Old.Now they Just Registered there Marriage in the UK one month ago waiting to apply for Spousal Visa Directly appointments are in near future.

His ELR expires from the date of issue after 10 Years.

His Questions are:

1.Can his Fiance apply for a NI Number ASAP?
2.Can he claim Child Tax /Working Tax Credit?requires NI for the Spouse
3.Register them to a GP?
4.Can he Claim Child Benefit?
5.Housing/Council Tax Benefit? ALL are in HIS name

PLease can you kindly give us a brief advice or a brief points etc...
