Outstanding application for Tier 1

I applied for a Tier 1 visa on 1st Dec, 2010. Going through UK border agency website, it looks the limit for December has been reached.

My question is will they still process and issue visas in the month of December for outstanding applications?
or
Would my case will also be put on hold only to be stamped when the limit reopens?

so no chance that i will get my passport back in december (unless its refused...hopefully not) then
