UK Tier 1 (General) VISA and dependant query

Hi,
I have valid UK tier 1 (General) VISA, valid till Aug 2012. Already 1.5 yrs have been passed but I couldn't get a job in UK so still in India.

But my visa is still valid for another 1.5 yrs.

Am I eligible to join a company in UK where I have not entered in UK in last 1.5 yrs?

Another query is related to dependant.
Do my dependant need to pass a english language test in this case?

Do my dependant need to pass a english language test in this case?No. The English test is not for dependents of PBS migrants.
