Tier1 general application status same last 9 months

Hi

I have applied tier1(general) visa in March 2010.Appliccation status always same wich is 'Application is not complete by case worker' .Does it means application status 'In process' or is it a differebnt ataus? Please someone help me to understand this status.We are very desperate to know about the visa and very depress at the moment about how home office works.
Please give me some advice what to do

I applied for conversion of my student visa to Tier 1 visa in Aug 2010 from within UK. I met all the criteria. Its been 5 months now but the only reply I get is "Your application is not completed (from their end)". What do I do? My course is over & I am now just waiting to get my visa & passport back. Is this normal or is there something I do not know??
Pls advise !!! How can I escalate the matter??

I know they have done a verification back home.that was april 2010.but still i am waiting.
