You don't need a cover letter to apply for a dependent visa and probably gets discarded by the ECO as they know exactly what to look for. Only use a cover letter if you have something in your application which might be unclear.
I didn't use a cover letter for my dependent and had the visa in-hand within 4 working days. (And no, it wasn't even a straight-forward case as it was for an unmarried partner).
