visa for 4 month old?

my baby needs a visa, we are going to pakistan, we intend to live there, but getting a pakistani id card will take ages. so we getting a visa first, do we need to take the baby with us to get a visa at the pakistani embassy, or can we get it without her.....plus what visa will she go on, because we will not be coming back..
