Cash Certificate as a form of Maintenance Fund for Tier-1

Hello All,

Can you please let me know can "CASH CERTIFICATES" from a District Co-operative Central bank (approved by RBI ,india) be shown as a form of Maintenance fund ?

I am told that since Cash Certificate`s can be liquidated and it is the same as a Fixed Term Deposit it can be shown, however i would like get some expert opinion on the same.
