Dependant ILR --28 days rule

Dear all,

I want to apply for my ILR in march 2011. My wife came in the UK on the 4th April 2009. It will be 2 years to her in the UK on 4th April 2011. I just wanted to check whether 28 days rule apply to the dependants or not.

I called home office and they said she can only apply after completion of two years and 28 days rule does not apply. I emailed them as well before calling and in the email, they are saying that she can apply 28 days before her two years in the UK.

Can anyone guide me who is accurate in this case?
