NEW born uk work permit dependant visa (UK or India)

Hello,
My wife is on Work permit (NON-POINT BASED)since sept 2008 and My baby was born in Jan We are planning to go to India on 19th March or 10 April (based on baby vaccination)
I have applied for baby indian passport it should be coming on 24 Feb.

My query was regarding Work permit (WP)dependant visa for baby
1.........either to get it done in Uk or in India based on
Time availablity and
fees structure and
length of time of process in Uk and India
In india I am living in Chandigarh and our fees is about 395 pounds for WP dependants stamping AND in Uk home office website I could not find exact fees could you please indiacate the link where it can be found ?Its mainly for both together main applicant and 1 dependant 650 pounds and 1000 pounds in person
2.....Time factor:I heard it may take 4-6 weeks for postal application
in Uk.Friends got done in India in metropolitan cities and got in 2 weeks
where as others have mentioned it can be a complicated process back in india ......
Could you please advice on what exactly is the fee structure and process and documentation required to get my baby passport stamped in Uk and india???

I am a Tier 2 worker who got visa for the baby in India,It took 2 weeks to get the visa from cochin VFS and baby didnot require biometric,u need not take the baby to the VFS global when applying.
I have submitted all originals of,

My visa,Passport
Spouse visa
bank statements
Pay slips
Tenancy agrrement
Photos to prove relation
Birth certificate of the baby
Immunization card
Covering letter
the fee was 22000 rupees
