EEA Family permit for parents

Hi All

I am looking to apply for EEA family permit for my parents from Pakistan. Some background info:

1. I am a non-EU (pakistani) married to Norwegian citizen since Jul 2007
2. EEA2 granted to me in Aug 2007
3. My wife works part time with NHS whilst i work full time for a Bank
4. My father is a US citizen and mother Pakistani citizen
5. Father is retired and lives with my mother in Pakistan
6. They live in a house with my brother who has been un-employed for as long as i can remember
7. Whilst Dad gets paid his state pension from US, i support them financially by sending them money every month
8. As my parents are old and don't like going to the Bank, i send money in my brother's bank account which he then withdraws and gives to my parents

My questions:

1. Can my parents apply for FP from Pakistan?
2. Could it be a problem that i send money in my brother's account and not my parents.
3. I will send 1. Our P60s 2. Copies of our p'ports and marriage certificate. 3. Bank/mortgage statements.

I would appreciate if anyone can share their experience or provide any guidance.

Please read through the EUN and also the ECIS to find details regarding dependency. You would need to address the question why your parents cannot live from a US pension in Pakistan. Yes they can apply from Pakistan, see EUN.
