about point-based immigration rule

I heard the new point-based immgration rule will be activated soon.
My question is
Does this new system affect to thoes who have currently work permit when they apply for ILR?

As I read in London Metro today it says about 1.5 yrs more to implement the new rule.

heard, it takes more than a year to implement....and NO body can assure those rules will be implemented as it is...as there is an election near by
