Stamp 5 / work permit cross country

I found the following link:

it said "Non-EEA workers who are legally employed in one member state and temporarily working on contract in another member state do not require a work permit for the duration of the contract."

That only apply to a person with a work permit in Ireland. What about a person already have a Stamp 4 or Stamp 5. If that person got sent over by his/her company to perform work in another EU member state. How does it work out??? Does it mean that person has to get another permit in the EU member state?

I think that refers to the Van der Elst visa (http://www.inis.gov.ie/en/INIS/Pages/Van_der_Elst_Visa)
