Looks like the incoming government has a big challenge on their hands. Already we have seen the passport office changing the requirement for issuance of Irish passports to naturalized Irish citizens. This is an unnecessary duplication and perpetuation of dogmatic civil service bureaucracy. The exact opposite of what it appears the incoming government is trying to do. Time will tell if the FG/LB government has the 'balls' to root out this problem.Consideration will be given to transferring the passport service from the Department of Foreign Affairs to the Department of Justice to operate as an Independent Executive Agency under the aegis of that Department

Yes strongbow it applies to all. I understand the need to prevent fraud, identity theft and all. The DoJ goes through a thorough verification of applicants identity and all during the naturalization process. Most of these things are already submitted to the DoJ. The point is, if the system is integrated, which it should be, there will be no need to ask people to reverify themselves over and over again. It is an unnecessary waste of public service time and money IMO.
