Uk n Ireland EC refusal affect student visa to EU countries?

I wantd to know does UK and Ireland Entry clearance refusals affect student visa application to European countries like France ,Germany ,Belgium or switzerland?
Reason for Uk refusal can be of any reason.
Ireland refuses Entry clearance only because one has had UK visa Entry clearance refusal.

Does European nations do the same refuse only because of UK or Ireland refusals or they give visa only on the merits of the applicant?
