Two visas in one year

Is it possible for my wife to get a visit visa to the UK for six month, then when she gets back to her country she apples and gets a settlement visa for the same year.

So for example, she will stay in the UK from Jan to June then return to her country apply for settlment then come back in sep.

Is this possible?
