sp 30 fixed penalty

hie i have an sp30 fixed penalty issued in 2004. do i declare it anyway on the form?. DVLA have just confirmed that it was removed 3 years ago but i had not sent the paper counterpart of the licence to have it updated. It appears the AN form states that this is not required to be declared but from the posts on here the NCS requires you to declare it anyway??.

The conviction is already spent so you dont need to declare it
