Will old rules apply or the new ones?

Hi there,

I have summited my aplpication before my visa runs out begining of March and company's COS got refused (march panel) and has carried on the 4th April panel. My application is still on hold with UKBA (with 2 covering letters, mine and my employer). Would my application consider under new rules? or New rules? Thank you very much
