can a visitor marry in the UK

anyone with advice on this please.... ?

can 2 individual get married in the UK … ? they are both not British.
one is UK resident with PSW visa and the other, a visitor from a visa waived country (Australia).

they wish to get married in the UK….. do they need a Home Office clearance for this?

Or can they just get married. There is no intention to adjust status, regularize UK stay or apply UK visa with the marriage. it is just a desire to wed in UK.
Just that, I hear there has been a crackdown on marriages in UK churches. anyway it is the court that is required.
