arrive at port without permit

can a non-EEA family member apply for admission based on EEA family member at the port instead of first applying for Family permit at their country of residence?? Can i take a plane along with my Spouse( EEA citizen) to Uk and apply for entry there. My spouse has never lived in UK. ??
I have applied and received the Family permit already, I'm asking this question for my info. I took me a long time to get this permit, I was wondering wouldn't it be better/possible to not go through this permit process and apply it at the airport once we get there. ( I guess i cannot get on any airline unless i show them that i have some sort of visa to go to UK.

please answer.

You are right. Getting to the UK in the first place can be difficult, depending on what passport you have. If you have a Canadian passport, it should be pretty easy. If you have an Iraqi passport, it will be more difficult.
