ILR 10 year with 1 single gap

Hello everyone

I wonder whether someone would be able to advise us. A friend of mine is due to apply for ILR under the long residence rules (8 years student + 2 years PSW). I won't bore you with all the details, but in 2006, he submitted an out-of-time application for his visa (visa expired 30.10.2006, application sent 1.12.2006) as the university delayed providing him with a student letter (unpaid fees) and he was not in good health (GP can provide a letter, but he was not hospitalised). His application was then turned down with no right of appeal, and with the help of his GP/MP/UNI, the HO re-considered his application and granted him extension in April 2007.

Now, I know that's a gap, but he had a reason. Does he stand a chance to apply for ILR (he is due to complete 10 years this coming October). Any advice is much-appreciated.
