Sorry in advance if the answer to this qustion is a little obvious.

My partner and i intend on getting married in September and apply for the spouse visa by December.

How will the new rules affect us?

Probably won't affect you at all. It's only a consultation so nothing is certain and they plan on making changes in April 2012 anyways.
